The wizard page adds them automatically. I guess there must be a
string parsing problem where it is getting added regardless of
whether or not the use entered it. The point is that this is not
required for the WMS wizard page.

Ok I see the bug. For the work around either drag and drop the
URL into uDIg or get rid of the "?
service=WMS&request=GetCapabilities". If you do that it works great.
