I speak too soon ... after an uninstall the following was left behind
- C:\Users\Jody\AppData\Roaming\udig\ ... has the configuration files
- C:\Users\Jody\AppData\Loval\VirtualStore\Program Files\uDig
Removing these config files restores some functionality that I was
missing on vista - scalebar now has a style editor for example.

I learned about about Vista due to a strange programming error.
Whenever a program tries to write to the program files directory the
result is writen in a shadown folder specific to the user.
The long and short of it was editing data in geoserver resulted in it
saving a new shapefile; since the data directory was in program files
the actual result was placed "AppData".
The geoserver installer was not aware of AppData and thus my edits
would survive even across uninstall/install cycles of GeoServer.
I know uDig is set up to store config "elsewhere" already - but this
still may be something to watch out for. I was hoping it would explain
why under vista the scalebar style editor does not appear.
