I am update the documentation
(http://udig.refractions.net/confluence/display/DEV/2+Catalog) and am
running into the difference between design and practice; now we have a
general policy of "code it like you mean it" but I am hesitant to split
things up while many developers are still on uDig 1.1.x.
I would like to float the division documented on that page; and carve
out a separate ILocalCatalog interface so we can keep things clear.
