Activating udig tool manually on radio button click

I want to activate a modal tool from radio button click. I have tried IAction
tool = ApplicationGIS.getToolManager().getToolAction("toolID" ,
"categroyID").run();
but it is not working and it is going into a loop.
Kindly suggest me...
