Consider to create a New Map (Map1) and close uDig.
When restart there is only the previous created Map (Map1). So now create a new
Map (Map2) and delete the old one (Map1).
Restart uDig
Map1 is not present -> that is right
Map2 is visible but not present in the Project View, so if you close it, you
can not reload it again.
