The normal cause for this is because the image is actually a Geotiff but has
associated world files with it.  So the Geotiff and the World image plugins
both accept it.  Really it should be 1 layer and the best choice of
IGeoResource should be selected.  The quick fix is probably to delete or
rename the world image files.
