I would prefer a temporary layer; as it should allow you to have more 
complicated content (more then one geometry for example) and act as a staging 
area for saving to a shapefile or importing into a database.

If you are just working against a temporary layer you could add this to the 
catalog.ui plugin; if you were working against shapfile we could include it in 
the shapefile plugin (I am trying to cut down on the number of plugins people 
have to figure out when they start working with uDig)
