The development environment mentions an old "language pack" that was available
when Eclipse was still run by IBM (and they would translate the beast).
That has not been the case for many years now; we got through this by unpacking
the old language pack and fiddling with the version numbers and zipping it back
up (thanks Moovida for the workaround!). Now there is a project
babel.eclipse.org that provides a database driven translation system; and they
have started making translations available for download.
We need to switch over to babel.
