Well, the "tool enablement"  was reported in

I have resolved it fixing the FeatureStoreResourceProperty.isTrue predicate.
Now the tools are enable when the layers have a FeatureStore as resource. But, 

I found that the creating and editing tools do not work. This is

Today, I will work in this issue, but my first idea is that the tools are using 
the Ilayer.getResource method with parameter FeatureStore.class. Thus the 
ShowViewInterceptor return a FeatureSource which is not compatible with 
FeatrureStore.class. Finally getResource return null.

You are right, the interceptors are responsible of this bugs in the creating 
and editing tools (the navigation tools look right).
