Szenario:
- Add a Shapfile to map
- Use Select rectangle (BBOX) Selection Tool
- pick a rectangle where in an empty map area (no data from shapefile)
- click on the enabled "Zoom selected Data" Tool (Filter != Filter.EXCLUDE)
- Map extend changes to a minimum bbox at 0.0/0.0
