I am confused John - what page of the instructions (

The instructions should say to download the right thing from here:
- http://udig.refractions.net/files/downloads/jre/

I am not sure if there is a build of GDAL etc for win64 yet; there is however a 
win64 ire which can be used allowing you to work with more memory (and less 
file formats).

If you want you can go through these steps to make a new download for everyone 
(they seem pretty win32 specific):
- JRE for Windows
