Right now we have the idea of tool selection (i.e. active tool again!) owned by
too many parties.
* ModalToolCategory
* ModalToolCategory checks the menu or toolbar contribution (and then selects
the next thing)
* ModalToolCategory checks the palette to see what is selected (and then
selects the next thing)
This is driving me bonkers
