The boundary selection tool allows people to use the boundary layer for
navigation / filtering in one go.

Please keep your tool (for digitisation of a boundary); but yes the
BoundaryService is easy to use (two lines of code; more if you want to
dynamically listen for changes).
We also made a property so you can use it to enable / disable tools.
