[udig-devel] urlutils fix

Hi, I committed a small fix for urlutils in master.
I then wanted to cherry-pick it to release, but at that point a touch
of all the files and some conflicts occurred (I was behind).
I have no time to fix them just to push up the fix, could someone
cherry-pick me commit 29243ee to th release branch?
