The introduction of the Tool Palette has broken tool commandHandler.
Example, the Pan Tool has a commandHandler
(net.refractions.udig.tools.internal.PanHandler) allows arrow key access to map
pan commands. As far as I can tell the commandHandler is never instantiated by
either the toolManager or toolProxy.
