I did make one for a project mentioned here (http://udig.refractions.net/confluence/display/OWS3/Home).
It amounted to adding some smarts to the current browser used for the "Web" view. In addition to automatically recognising URLS with GetCapabilities it would basically take any "zip" download and unpack it in a temp folder; and display the result on screen. It did not matter if the zip was FTP or HTTP etc...
