The functionality was removed from the geotools library we use.  

It is actually still there; just not packaged up as a "DataStore" for us to 
drop in and use in uDig. I keep hoping someone will fund the development of a 
replacement; as of yet mostly people only care about GML from a WFS service. 
Indeed that has seen steady improvement with GML3, GML3.2 etc.. being 
supported.
