Oh as for the results:
1) thanks for the work paul; the enumeration for ILayer.Interaction gave me a
chance to document what is going on; much better than magic strings
2) tools can check layer interaction using the property I just defined (that is
we will not disable categories of tools based on the layer interaction
settings; each tool has to look out for itself).
3) No such luck sorting out keyboard shortcuts we would like to have a single
group of navigation tools in the tool palette; while still having individual
keys for "P"an and "Z"oom.
As such I would like to try out making navigation tools special and put them in
their own folder in the palette; they keys will stay the same and we can just
test to see if users like it or want us to go back to being consistent.
