I have provided a notice.html (as a courtesy only, not a legal software usage 
agreement) to assist those wishing to hunt down license information for 
included modules. I also referenced the license files for JRE, ImageIO and JAI, 
and made a note that you can install additional software in the drop ins 
folder, or via p2.

I think this will be enough for us to proceed, and can can be replaced with a 
LocationTech notice.html when the time comes.
