After going around in circles too often with WMS 1.3.0 and "EPSG:4326" (while GeoServer works I still find way too many issues when testing with public web services).
I have swapped over to DefaultGeographicCRS.WGS84 --> "CRS:84" (if listed) as our preference when working with web map server - and all the issues go away. With that in mind I am uploading new artefacts for testing: - CRS:84 fix for WMS - Tool enablement provided for split and merge tools - suppressed the EPSG loading dialog (since switching to HSQL made it faster) -- Jody Garnett
