UdmSearch: search.cgi and charsets and headers

Hello!

2 quick questions:

-       Why doesn't search.cgi  declare LocalCharset in META headers?

-       Seems like excerpts (when viewing results of search) are not converted to 
LocalCharset which results in garbled output.
