I have tested it in 3.0.18 and it seem to be fine.
I have only CP1250 (HTML pages and in database-mysql).

This file should fix latin2/cp1250 problems.
At least the results of indexing test pages at
http://udmtest.over.net seem to be fine.
File is suitable for both 3.0.18 and 3.1.0 versions.
Just put it instead of old one and recompile.

Stanislav and Tomaz, as well as everybody interested in this,
please, give feedback. If everything is OK fix will appear
in 3.0.19 and 3.1.1.
