Maybe you use usbatm without EILSEQ quirk patch, this cause trouble 
with isoc mode. Try use_iso=0,0,0,0 ueagle-atm module option. 
Generally which versions of ueagle-atm, usbatm do you have.

Could you eventually show the /etc/ppp/peers/dsl-provider file.
