Like others wrote, it is impossible to get the same output from different applications that use a different raw processing engine.
The first step would be to see if you can manually set UFRaw to get results similar enough to Capture One for your needs. Then, the most basic solution might be to write a small script that converts Capture One COS files to UFRaw ID files. For a limited set of conversion parameters, it might be possible to get reasonably close results. Such a procedure might also require different conversions depending on the camera model of the raw files. The scope and possibility of such a project depend on the details of your exact needs.
