Here is a wild guess that might or might not work. Edit 
/etc/default/init and set the value of the LANG variable to C

[ananth at turing]$ grep LANG /etc/default/init
# TZ, LANG, CMASK, or any of the LC_* environment variables.  value may
LANG=C

Every user of Moinak's 3.5.8 packages has hit this issue. But it has 
disappeared at inexplicably random times for each person ;-)
