You can never really tell. It depends on the dependencies. If you use pkg-get utility to install a particular utility from blastwave, it automatically installs all the dependecies also! So, if the dependency list is huge, it is going to cost you that much.
Anyway, without fulfilling those dependencies, you won't be able to install the utility. And blastwave is not going to install in the standard /usr or /usr/local. It will install in /opt/csw. I think, it is configurable.
