Had a pay with this on a Solaris 10 Update 6 box

svccfg -s sendmail setprop config/local_only=false

new there would be a smf property for this.

The only down side seemed to by that no amount of svcadm enable
disable restart refresh seemed to have any effect. I had to actually
reboot the box.

Your millage may vary.
