Today we have got very
good news that Rwanda has got some U S $28 Million to build her main road of
Kiyonza- Kigali road. But as we must be happy for Rwanda we must ask our self
whether this road is constructed as an investment. First of all Rwanda is one of
the tiniest African nations, I mean having a main road of 60 KM tells the whole
story. But this is what we must ask our selves, is Rwanda such a poor nation
that it can not construct a road worth US $ 28 Mills? Then if so that means that
this road is not economically important to Rwanda, or Rwanda has failed to use
this road to the optimum. There fore its construction is a waste of resources.
Many African nations have failed to start
with the most important issues and they have jumped into non important. If
Rwanda had promoted agriculture, to start with, then this road would have been
economically viable, and that would mean that the Rwandese government would be
raising enough taxes from the agricultural products being ferried across this
route to raise the pathetic 28 million dollars to fix it. Yes it is pathetic for
Kaziini's only one car is priced at $ 170,000 Dollars. But the fact remains that
we are still constructing roads as a means of movement of people. We are
travelling at a very un believable numbers, and all we are looking for is
services that governments have failed to provide. Have you ever wondered why
driving Taxis and Buses is one of the most growing industries in Africa?
Why do we travel that much? We waste petrol we waste spare parts and yes we
waste roads. Take the services to the people who need them and kill that flight
of masses in our nations and you will save all the afore mentioned
items.
Give it 5 years and drive that same stretch
and you will find potholes again and again, for we use the roads for
exploitation. I have mentioned before that I drove from Kampala from 8 Am and I
arrived in Nairobi at 9.30 Pm, but that is a journey as almost from Toronto to
Thunder Bay which I have done in 3 hours tops. But that road ferries more people
than goods. And if Rwanda had a government, they should have started to think
about the cheapest transportation system, Railway to transport their goods. A
nation small like Rwanda why can't they get a line from Kigali to
Kasese?
And when we are at it, why did the Rwandese
government find it important to contact a Cologne- based company Strabag
International to build this project? Is Donat Kaberuha telling us that Rwanda as
a nation or any other African nation has no company what so ever which can do
this project? And this is a government which claims to fight corruption, what is
the difference between corruption and getting such clean money and you
dump it to an international company? Is there any European nation which gets
such a project and contacts the Rwandese government for a contract? No. But we
still have ministers who fear and respect every thing done by White people so we
must go and beg them not only for money to finance such projects but
to even do them.

RWANDA: EU finances
US $28m road project
KIGALI, 20 June (IRIN) - The EU has given the government of Rwanda US $28 million to build the main road that connects the country to the sea ports of Dar es Salaam in Tanzania and Mombasa in Kenya, an EU official told IRIN on Wednesday. The head of the EU delegation in the country, Lester Jeremy, said construction of the 60-km stretch of the Kayonza-Kigali road was due to begin in July. The Rwandan government has contracted a Cologne-based company, Strabag International, to build the road. Finance Minister Donat Kaberuka said the road's repair was crucial as it was part of the highway that connected landlocked Rwanda to feeder sea routes. The road supplies the Rwandan capital, Kigali, with all imports transported by road from Dar es Salam and Mombasa ports. Food produced in the eastern part of the country is also transported to Kigali through the Kayonza-Kigali road. Jeremy told IRIN that the EU was examining ways of funding the construction of feeder roads within Kigali, said to cover at least 26.5 km.
