Kampala THE UPDF has taken punitive action against some of its officers who have been messing up operations against the Lords Resistance Army (LRA) rebels in Teso region.

Two commanders, Capt. Billy Kinene and Capt. Bazibu, were on Wednesday arrested for allegedly committing professional mistakes in Katakwi district. The UPDF 3rd division political commissar, Capt. Moses Agaba, recently said the two are to be charged before the army court martial.Agaba said the UPDF had the obligation to account for the taxpayer's money.

Capt. Bizibu, the commanding officer of the UPDF 53rd battalion, allegedly failed to respond to information given to him about the presence of rebels at Obalanga and Moru Willa. His omissions reportedly enabled the rebels to commit atrocities in the area.

Kinene, the operations officer of the same unit, was reportedly arrested for failing to check out an area where the helicopter had hit rebels, south of Achowa trading centre. The rebels reportedly regrouped and later killed and abducted people.

"The lie can be maintained only for such time as the State can shield the people from the political, economic and/or military consequences of the lie. It thus becomes vitally important for the State to use all of its powers to repress dissent, for the truth is the mortal enemy of the lie, and thus by extension, the truth becomes the greatest enemy of the state."
