Kampala OVER 45,000 former soldiers in the late Idi Amin's Uganda Army (UA) have sued the Government seeking payment of their salaries and benefits.

It is now 24 years since the UA was disbanded but the ex-service men claim they have neither been deployed nor paid salaries and other benefits as national soldiers. The exact amount they are demanding is still being calculated, but it is estimated in billions.

They are seeking a declaration that they are entitled to payment of salary arrears, terminal benefits, gratuity, pension, allowances for food, clothing, travel, since 1979.Seven officers representing the group also want substantial damages, interest and costs.

Remy Kasule, John Matovu and Samuel Seguya, represent the soldiers while Dennis Bireije, the commissioner Civil Litigation, is for the State. Justice Yorokamu Bamwine of the High Court is hearing the case.

Maj. Vincent Yekoko, 59, formerly in charge of training and war planning at the Army headquarters, said soldiers cease to be active when they are paid all salary arrears and other benefits and given a discharge or retirement certificate.

"The lie can be maintained only for such time as the State can shield the people from the political, economic and/or military consequences of the lie. It thus becomes vitally important for the State to use all of its powers to repress dissent, for the truth is the mortal enemy of the lie, and thus by extension, the truth becomes the greatest enemy of the state."

- Dr. Joseph M. Goebbels - Hitler's propaganda minister
