I don't agree with you.  There is something very unusual and disturbing about a TV-tax in and of itself!!  The Ugandan economy is not identical to neither the UK nor American economies.  The Ugandan economy should be ran using other approaches.  Let us not fancy ourselves here by comparing Uganda to UK or the U.S.

No wonder the IMF and World Bank tell our president what to do with the economy, and he does so.  He looks up to the IMF & WB and then he copies the UK and U.S.  Very innocent and naive our Ugandan economists are!

Look at the UK economy and compare with the U.S economy!  The UK economy is so trapped that they have nothing else to tax other than TVs.  They failed to create a sensible tax base and then TVs were targeted.  I never knew how bad it is over there, but since I've talked to people in UK who are dying to immigrate to the U.S, now I do understand the situation.  Now, I'm definately sure that I'll never think of imigrating to the U.K for TV tax alone.  I aint paying for shit!  That's for sure!

Now, let me talk about our lovely U.S.A.  I believe that our cable bills, phone bills, utilities bills, etc are charged a certain amount of tax.  That is acceptable because its tax charged on anything you purchase.  Be it monthly cable connections you purchase, phone connections and airtime you purchase, water you purchase every month; that is understable because I'm purchasing these things every month.  And since there is a law that states that every purchased goods or services have to be charged with tax, there is no breakage of the law.

One is taxed on purchase of a TV.  One is taxed on the electric bill used by the TV every month.  One is taxed on cable connection bill every month.  And you still want one to be charged with TV-tax, when he/she had already payed for that same tax on purchase of the TV??  Is it absolute madness, and I shall not agree with it.   If any Ugandan wants to change such nonsense, they need to use their votes wisely and vote Mu7 and unhelpful MPs out of office.

TV-tax is not a common occurance.  This is where people are going to mishandle the Ugandan economy!  Uganda does not charge any taxes on computers mbu because they want to influence Ugandans into computer technology.  Look at our Uganda and tell me how many people in the cities, not mentioning our villages who own TVs.  We are in the 21st century and still our folks in rural areas do not have electricity nor TVs and we are already trying a war on TV information technology.  Now, tell me what kind of economic sense that is??  Let me stop here, for Ugandans need to rebel against this TV-tax economical nonsense!!

There is nothing unusual about a TX-tax in and of itself. I hear even the UK has such a tax. And if anyone cared to examine their cable bills in good-old US of A  (phone-bill, utilities bill, etc), they will make the astounding discoveries that such taxes are indeed a common occurrnce.

E.g.

www.international.ethz.ch/living/int_radio.html (Switzerland)

... etc, etc ....

The other discovery would be that these are not always puny taxes, e.g. www.sltrib.com/2004/Feb/02102004/utah/137534.asp

www.house.gov/sensenbrenner/wc20021017.html (stealth tax on the unaware)

Yaaaawn! Wake up and smell the coffee ... I guess there is still no free lunch on terra firma!

The desperate  NRM move to institute so called "TV TAX" in Uganda should be
seen in that light. The NRM has failed to create a vibrate tax base (by
creating good JOBS for wanainchiees ) in Uganda.  Sad state of affair indeed!!
