DEFENCE is holding a donors' meeting today in a bid to raise sh90b for the Defence Review Programme.A source said the meeting was called following a disagreement last week by permanent secretaries over the proposed deduction of ministries' budgetary allocations to fund the programme.

A meeting of permanent secretaries held last week at the Ministry of Finance headquarters under the chairmanship of the Secretary to the Treasury, Chris Kassami, failed to reach an agreement. The source said the Government might be forced to cut ministries' budgetary allocations so as to raise the additional sh90b urgently needed by the ministry if the donors fail to accommodate the bill.

"The lie can be maintained only for such time as the State can shield the people from the political, economic and/or military consequences of the lie. It thus becomes vitally important for the State to use all of its powers to repress dissent, for the truth is the mortal enemy of the lie, and thus by extension, the truth becomes the greatest enemy of the state."

- Dr. Joseph M. Goebbels - Hitler's propaganda minister
