This is not negligence in various govt depts. This is one of the evidence of NRM's rule by corruption, nepotism, tribalism and "NRM legalised fraud" . They call it " kuliira ku mulimu gwo" i.e "eating" from your job. You think any of those NRM govt officers can sustain them selves without the above? No way. At that time desk top computers were costing between US$1,500 - $3,500. The figures given in the news, if true, makes Uganda ( & Africa) a laughing stock. No body should be congratulated. All those officers who did not take action should be dismissed for misappropriation, fraud, and incompetence and govt. should recover the excess money "eaten" from their pockets. If it was not "NRM legalised fraud", Salim Saleh and the rest would be in jail including Mu7.

Its really a pity but it has become common sight to see such things taking place. There seems to be alot of negligence in the various Govt. departments.
What would you say about the recent decision by an investor to relocate his injection manufacturing factory to Malawi as a result of Govt still opting to import highly priced injections?
Sometimes one thinks that a corporate approach is the best for running Govts.
