If this S. Nairuba knew what she wanted, she should be supporting the
Busoga Kingdom in its quest for Federalism. Under Federalism the Central
Govt will have to sponsor students from all regions of Uganda to promote
fairness to all regions of Uganda.
This is how bad this Unitary system is working! There is no
fairness! Promote Federalism for all.

SIR ?I request the government to help students from upcountry schools and
apply the quota system when selecting students to public universities this
year.
This is because the system will promote fairness to all
districts.
Most students who passed on merit are from central
Uganda, which has good schools and too expensive for upcountry students.
So the rich afford the tuition in those schools, pass highly and are
the same ones who qualify for government sponsorship at the expense of poor
students!
