IN its anti-terror campaign, the UPDF has deployed a new three-pronged strategy to
starve LRA rebels, block abductions and deny them safe havens, the Army Commander, Lt.
Gen. Aronda Nyakairima, has said.

"We have changed the way we are fighting terrorism here. In our tactics we ensure that
terrorists don't find food, don't abduct to reinforce their depleted ranks and don't
find a safe haven to reorganise. It has achieved amazing results," Aronda said on
Sunday night at Acholi Inn in Gulu.

Nyakairima showed off 11 LRA commanders who recently surrendered to the UPDF at
Pajule, Pader district with their weapons and families.

Aronda was officiating at a ceremony to congratulate Col. Otema Awany, the northern
Uganda intelligence officer, for being promoted recently.

The LRA officers who surrendered were Maj. Silvio Okot-Ayoli, Capt. James Owino, Capt.
Hillary Lagen, Capt. Matthew Otto, Capt. Charles Abola, Capt. Charles Lukwiya Ajelo,
Capt. Vincent Pekorum, 2nd Lt. John Obita, 2nd Lt. John Obita Kintu, 2nd Lt. Patrick
Okot Ayoli and 2nd Lt. Big Odong Gilbert Bukenya.( SOUNDS LIKE UPDF ARMY OFFICERS.!)

Others at the function were the minister for security, Betty Akech and the 4th
Division commander, Col Nathan Mugisha.

"The new combination has helped us free more of our people from captivity. Our people
will soon go back to their land to lead more settled lives.

"The problem was compounded by Sudan and some weaknesses in the UPDF. The UPDF
officers accused of creating ghost soldiers are facing the court martial," Aronda said.

He lashed out at Comboni missionary Fr Carlos Rodriguez and the local media for
maligning the UPDF.

"But while we are fighting international terrorism in very difficult circumstances,
there are negative elements like Father Carlos and a newspaper called The Monitor. Fr
Carlos has been very nasty to us," he said.

He accused "certain elements in the Sudan for continued logistical support to the LRA"
even after the Operation Iron Fist deal in 2002.

On promotions in the UPDF Aronda said, "We work as a team so those who are not yet
promoted should not resort to witchcraft. Your time is coming. Just work and be
patient."
