Kadaga cleared debt - Judiciary 

KAMPALA - The Chief Justice, Mr Benjamin Odoki, has confirmed the Judiciary received 
Shs1.2 million which the Deputy Speaker of Parliament, Ms Rebecca Kadaga , owed a 
client.

A businessman, Mr Matiya Bulago, took Kadaga to the Law Council Disciplinary 
Committee, accusing her of not remitting the money. It was part of Shs5 million he was 
awarded for illegal detention.
“I directed the Chief Registrar to investigate your complaint and he has advised me 
that your cheque no. 064428 of Uganda Commercial Bank was banked by the Judiciary on 
its account with the Bank of Uganda on February 26, 1993, and was cleared on March 15, 
1993,” Odoki’s letter dated June 11, 2004 said.

“It was not clear whether the complainant was paid, but the Chief Registrar (Stephen 
Musota) acknowledges that the responsibility to pay rested with the court,” added 
Odoki.

Kadaga told the Law Council last May that the accusations were maliciously brought 
against her. She said her law firm, Kadaga & Co Advocates, cashed the money in 1993. 
The Law Council last week cleared Kadaga of allegations of unprofessional conduct. 

The Council said she did what was required when she deposited a cheque worth sh1.2m 
belonging to her client in the High Court because the trial judge had ordered her to 
do so. 

Bulago was in1987 arrested and detained at Entebbe Police station on grounds that he 
stole Spare parts of motor vehicles belonging to Entebbe Municipal Council. 

He sued the Municipality through Kadaga, soon after he was acquitted and he won the 
case. He instructed his advocates Matovu, Kimanje Nsibambi & Co advocates in 2001 to 
help him pursue it from Kadaga after failing to get it from court.
