Army to supply hybrid seeds


The UPDF is to carry out the multiplication of hybrid seedlings which are to be 
supplied to farmers to fight poverty and ensure food security. 
Army MP Lt. Gen. Elly Tumwine recently said each barracks would have a demonstration 
farm where the seedlings will be produced. 
The renewed campaign was launched by President Yoweri Museveni in Luweero recently 
“We now want the Army to be multiplying the seedlings in big quantities so that the 
people have a constant supply,” Tumwine said at Matembe village in Luweero district 
where he launched an organic farming project run by the Prince Kimbugwe Foundation. 
Tumwine said under the new programme, which is being implemented by the President’s 
Office, schools, sub-counties and Church organisations would each run demonstration 
gardens for purposes of teaching modern farming techniques. 
He also asked grassroots mobilisers to have demonstration farms so that the people 
learn from them. 
Joan Kakwenzire, the presidential advisor on poverty alleviation, said the President’s 
Office would assist in securing markets if the people can produce on a large scale.


Poor services affect KCC tax base - report 

A CONSULTANCY firm has said the decline in the quality and quantity of Kampala City 
Council (KCC) services undermines the public’s willingness to pay taxes. 
Presenting finding at a KCC strategic planning workshop at Sunset International Hotel 
in Jinja recently, Jon Metcalfe of Arcadis MBB said the level of services given was 
grossly inadequate. 
“The 10 KCC health centres are grossly inadequate for a huge and expanding population. 
Services and facilities are overstretched, adversely affecting the quality of 
services,” he said. 
The Dutch consultancy firm, contracted to guide KCC in its organisational development, 
identified public health, education, infrastructure, planning and poverty alleviation 
as some of the areas where delivery of services had declined. 
Metcalfe said there was need to build a city hospital to enable Mulago Hospital 
perform its national referral roles. 
He said KCC needed sh150b to tarmac about 600 km of its roads, 100km shop frontage 
walkways and 40km of shoulder off-roads were in a sorry state. 
He said 80% of the city was in total darkness.
