THE British High Commissioner, Adam Wood, has called for a smooth transition as the 
country moves from Movement to multiparty politics.

Wood also called for an effective and independent Parliament, free of coercion and 
manipulation, and respect for press freedom during this period.

He made the remarks on Thursday while addressing guests at a reception to mark Her 
Majesty Queen Elizabeth's 78th birthday. The reception was at his residence on 
Kyadondo road, Nakasero.

"We are looking for a process that is consistent with the provisions of the 
Constitution. One that is transparent and inclusive and tries to avoid being divisive. 
One that does not undermine the institutions of parliamentary democracy nor Uganda's 
reputation for press freedom. And one that is free from coercion and manipulation," 
Wood said.

Parliament awaits a Cabinet White Paper and a Bill for the proposed constitutional 
changes that will herald the country into a multiparty era.

Speaker of Parliament Edward Ssekandi, who was the guest of honour, said Uganda was 
proud of being a member of the Commonwealth, a family of 1.8 billion people.

"Her Majesty has helped underline the Commonwealth as a family of nations providing a 
powerful bond of friendship and co-operation," said Ssekandi, adding that Uganda 
enjoyed cordial relations with the United Kingdom.

Heads of diplomatic missions, ministers, MPs and businessmen turned up to celebrate 
the Queen's birthday. Although her real birthday is April 24, celebrations take place 
on June 12 to avoid bad weather in the UK in April.

Wood's remarks come a day after the head of the European Delegation, Sigurd Illing, 
and the Belgian Ambassador Koenraad Adam, called for respect to the Constitution and 
the rule of law during the transition process.
