Uganda has not enjoyed peace for 38 years ( 1966-present). War in nothern Uganda has been going on for 17 years and thats part of the insecurity in Uganda. Many wars have been going on for the last 38 years. So, why are you linking only one part of the problems to federo. You should Link all wars and insecurity for the last 38 years.

No peace without federo, say bishops By Ignatius Ssuuna & Robert Mwanje Sep 1, 2004

KAMPALA - Uganda will never enjoy total peace if Buganda is not granted a federal system of governance, the retired Archbishop of the Church of Uganda, Livingstone Mpalanyi Nkoyooyo, said yesterday.

Nkoyooyo, who led a nine-man team of religious leaders who met the Katikkiro, Joseph Ssemwogerere, at Bulange yesterday, said the politics of Uganda gravitates on Buganda.

He said when Buganda cries, other regions cry too. "Uganda can only enjoy peace as long as Buganda is at peace. "The history is there for Ugandans to draw a lesson from," Nkoyooyo said after the five-hour meeting.

"It is good that the Katikkiro has told us Buganda's position with the President. We have been reading the developments through newspapers. We support Buganda's cause," Nkoyooyo told The Monitor after the closed meeting.

He said they were happy with Buganda's position over its demands.
The meeting started at 11,00am. Sources from Mengo said the religious leaders met the Katikkiro to be briefed about the progress over the federo talks with the President.

The government and a delegation from Mengo have been engaged in several talks over whether Buganda should be granted a federal system of governance, the return of Kampala and the 9000 square miles to Buganda, among other things.

So far the discussions have not yield tangible results.
