UGANDA, RWANDA AND CONGO: ‘NEW’ AGREEMENT TO DISARM REBELS

The foreign ministers of Uganda, Rwanda and the Democratic Republic of Congo have signed an agreement to increase regional security with a special focus on disarming rebel groups, which are seen as the main threat to stability in the area. “We have agreed to create a three-way mechanism for regulating regional security matters,” Rwandan foreign minister Charles Murigande told reporters in the capital Kigali yesterday. Under the accord, the three countries are to co-operate within a joint defence and security commission that will meet every two months. Congolese foreign minister Raymond Ramazanai Baya said that it will take “twelve months” to neutralise “the armed groups that have done so much damage to our region” if the international community delivers its promised logistical support. Similar protocols have been signed in the past – most recently for the “immediate” disarmament of armed groups in Wash ington in September – but without particular success. However, the three ministers told reporters that this agreement would be different from earlier accords. [LC]

Now people, according to US based Human Rights Watch,  the NRM regime in Kampala is busy supplying weapons and training to Uganda supported DRC Rebels. So this Congolese foreign minister issaying he is ready to disarm rebels , who on the other hand are constatntly recieving weapons from Kampala? This simply does not  make any sense what so ever.

As a political observer, I believe as long as there is a tendency to pursue militaristic policy of  arming certain groups, of promoting wars and destruction by the likes of Yoweri Museveni , It matters NOT how many accords the Museveni's /Kagame? DRC sign...the bottomline is that there will continue to be armed conflicts between "rebels" the NRM/A and other gunmen!
