That is not going to happen...I mean Teso going back to their villages. Indeed the "Kony" within UPDF will make it virtually impossible  for the Teso to go back to the Villages. Indeed the care given to IDP  has become an industry , if you like,  for some some people both,  International and domestic, working  International NGO's to earn their living.!! meanwhile the Iteso will have to die as a result of disease in the Camps..Many will have to succumb to scabies! That to NRM visionary  leadership!!

The internally Displaced Peoples (IDP)camps in the district should be destroyed and the people sent back to their villages, the RDC, Mr Musa Ecweru, said.

He said Teso was free from rebels, making the existence of the camps unnecessary.

"These camps are now used to perpetrate crime," he said.

Ecweru was addressing a council meeting on Tuesday.

He said most huts in the camps were used for defiling children and breaking marriages. The councillors however objected to the move, saying a thorough investigation should first be done.

"We should find out exactly which huts are used for committing crime before any is pulled down," a representative of Tubur sub-county, Mr Charles Elasu, said.

On behalf of the chief administrative officers of Kumi, Kaberamaido and Katakwi districts, the Soroti CAO, Mr George William Omuge, petitioned President Yoweri Museveni to fulfill his promise to pacify the area.

He said their revenue had reduced due to the LRA invasion that had displaced many tax payers.

Omuge said out of the anticipated budget of Shs10.6 billion for the 2004-5 financial year, Soroti had only collected a paltry 24.2%.

He said the district was faced with a staggering Shs502 million wage bill, mostly in arrears for the civil servants who crossed to Katakwi after the district was curved out from Soroti, eight years ago. Museveni reportedly promised the districts social funds to cover the revenue lost due to LRA war.

Omuge said the money had not yet reached the districts.
