RE:     TRANSFER OF NATIONAL SOCIAL SECURITY FUND (UGANDA) FROM 
MINISTRY IN CHARGE OF LABOUR TO MINISTRY OF FINACE 

It is becoming clear that the transfer of NSSF (Uganda) by President
Museveni\'s directive from Ministry in Charge of Labour to that of Finance
was not for any other reason but as a conditionality by the IMF.

This was clearly stated in the New Vision, a government daily newspaper, of
9th November, 2004.  The paper reveals that the Minister for Finance Mr.
Ssendawula in a letter to IMF of 13th July 2004 informed the IMF that
Government of Uganda had already fulfilled the IMF\'s condition to transfer
the NSSF from the Labour Ministry to that of Finance.  President Museveni
in September had to cover his Minister for Finance by suspending the Board
of NSSF and some managers claiming they were corrupt.

This directive has exposed NSSF to more problems because in the absence of
the board, many vices may happen in there.  It is being rumoured that
shillings 1.2bn given to MP\'s for consulting their constituents came from
NSSF.

The directive has surely also lowered the morale of the private sector
investors who have been subscribing to ensure a happy life for their
employers at old age.  They state that Ministry of Finance has failed to
pay pensions of retired public service officers and this may also happen to
the pensoners in the private sector.

We request all our friends to put pressure on the IMF to stop putting these
conditionalites that enslave the workers and pensioners of Uganda.
