Rukungiri District Council speaker George Owakukiroru was arrested a few miles inside Kenya enroute to Nairobi, the army said.
Army spokesman Maj. Shaban Bantariza said Owakukiroru is linked to the People's Redemption Army (PRA) suspects security arrested in Koboko recently.
"He was sneaking away because he knew he would be arrested after his accomplices were picked up in Koboko. He was recruiting for the PRA. We did not have evidence. We could not arrest him earlier," he said.
Bantariza said, "We are still holding him. He will be asked where he was going and why he did not go through the right immigration procedure. Police was there. He recorded a statement."
Owakukiroru, arrested at about 10:00am, was allegedly heading to South Africa.
A source said Owakukiroru had been travelling to Rwanda often, raising suspicion of subversive activities.
"Katabazi named him during interrogation. We also have information that he had been travelling to Koboko frequently," the source said.
Owakukiroru was a major campaigner for exiled 2001 presidential candidate Col. Kiiza Besigye, now living in South Africa.

Last month, the Chieftaincy of Military Intelligence captured James Katabazi in Koboko and nine other PRA suspects. Three were arrested a week later. Katabazi comes from Kebisoni in Rukungiri district. All were charged with treason.
FDC publicist Beti Kamya said yesterday Darious Tweyambe, a Makerere student and FDC promoter, was also arrested yesterday. He also hails from Rukungiri. Kamya said the arrests were a grand plan to intimidate FDC activists into submission.
