Northern Uganda is one of the poorest regions in the country, Mr Keith Muhakanizi, has said.

Muhakanizi is the Deputy Secretary to the Treasury.

"Northern Uganda continues to be one of the poorest regions in the country despite numerous interventions, with 63 percent living below the poverty line compared to the national average of 38 percent," he said.

He was speaking at the opening of a public dialogue under the theme: 'Post Conflict Reconstruction': A Case of Northern Uganda, in Kampala recently.

"This means that for every two persons you meet in the region, one is likely to be absolutely poor which is unacceptable," he said.

Muhakanizi said the Ministry of Finance had taken keen interest in furthering the debate on northern Uganda from a poverty perspective.

He said many of the problems perpetuating poverty in the region had not emerged recently but are deeply rooted in the history of the region.

Ms Rosetti Nabbumba, a policy analyst at the Poverty Monitoring and Analysis Unit in the Ministry of Finance, said the HIV/Aids prevalence rates in the northern region are high compared to the national trends because of poverty.

"There is a risk of high spread of HIV/Aids due to poverty, conflict and migration, and a low level of awareness of the disease especially among the women," she said.

She said a high population growth rate that are estimated at 4.5 percent compared to the national average of 3.4 percent had increased poverty.

Northern Uganda has beenhit by a 19-year-old war living thousands dead and abducted by the Lord's Resistance Army rebels.
