Apparently so.Museveni's  army are pretty much incompetent, I reckon,  that they cannot defeat a rag tag "Kony Rebel Force"   . Museveni has been fighting "KONY REBELS"  for close to 20 years!!...and he is still at it!! fighting wars.
 
 In the meantime all he does is continue making propaganda 'noise"  intended for some naive Ugandans  and members of the International Community to somehow convince members of the International Commuinty and Ugandans that he is "winning" the war!

Each uses it as a ploy or tool to whip up political support, justify
