President addresses nation on 2005 referendum

President Yoweri Museveni has said that the new stand by the Movement to support the return to multiparty politics in the upcoming referendum is meant to bring about internal cohesion in the Movement. It is also aimed at countering negative propaganda against government peddled by opposition groups and to let those who do not agree with the Movement to find their political homes.

The President who was this afternoon addressing a press conference at State House, Nakasero appealed to all Movement supporters throughout the country to vote YES in the referendum later this month in order to allow those people to organise on their own.

Mr. Museveni said that he believes the Movement system is the best for Uganda although it is equally not correct to make those who do not share the same conviction be under it. He noted that though the Movement commands majority support in the country, the views of the minority must be respected and be given their right to organise differently.

The President told the press conference that in the past years, several politicians betrayed their electorate by canvassing support in the name of the Movement system only to pursue their personal interests later in opposition to the Movement stand. He said that under the new arrangement, such people will be answerable to their respective political organisations.

Mr. Museveni said although the Movement system has caused development in the country, upheld democracy, forged national unity, protected people’s rights and brought peace among other successes, it is better to open up political space to get rid of the uncommitted detractors. He called on Movement supporters not to regard the up-coming referendum as a contest between parties and the Movement but rather a way of cleaning up and strengthening the Movement by letting go of those who do not want to stay in the Movement.

The President said that political parties built on sectarianism such as religion and tribes, had divided the country significantly in the past but the non-sectarian messages of the Movement ideology, have helped to unite the country and led to peace and prosperity. He said the Movement system of governance had turned into a hiding place for non-performers who weakened the system greatly.

Mr. Museveni dispelled as unfounded fears by some Movement supporters that a return to multipartyism would give a chance to past parties and dictators return to the leadership of the country. He said the people of Uganda need not worry because the people’s right to choose their leaders is well enshrined and protected in the 1995 constitution. He noted that as long as free and fair elections at regular intervals, Ugandans will be able to overcome any form of dictatorship.

President Museveni called upon all Movement supporters and mobilisers to start campaign for the YES answer in the upcoming referendum. He also appealed to all Movement supporters to register with the NRM-O and procure their cards. He welcomed those people that have shifted from other parties and joined NRM-O. He appealed to all Ugandans to embrace and support NRM-O because it is focused and clear headed.
