Top 700 A-Level schools revealed
Katikamu, Namirembe top private admissions

Katikamu Secondary School, Wobulenzi, has topped Makerere University and Makerere University Business School (MUBS) private admissions for 2005/6.

The admission exercise ended last week and 14,028 candidates admitted to 129 day, evening and external degree, diploma and certificate programmes are already reporting for the first semester.

Candidates admitted through mature age entry exams and diploma holders are part of 14,028 total. Some 25,000 A-Level candidates applied to join Makerere.

According to the final official admission lists, which The Weekly Observer obtained, Katikamu S.S. sent 263 candidates to various courses on private sponsorship.

The same school had sent 59 candidates on the government-sponsored scheme, ranking number 10 on the list of schools that dominated admissions to public universities on government scholarships.
The Weekly Observer exclusively published this list on June 16.

Admission to public universities has been a controversial issue since government announced an abrupt policy shift early this year, which awarded 75% of its 4,000 scholarships to science candidates and only 25% to arts.

These scholarships are shared by the four public universities; Makerere (including MUBS, Nakawa) Kyambogo, Mbarara and Gulu.
The government further announced that 75% of its scholarships would be awarded purely on merit while districts and other affirmative action considerations would share the remaining 25%.

Because of this policy shift, students from Kings College Budo, usually the best in sciences topped the government-funded admissions with 87 candidates. Nabisunsa Girls followed with 76; Uganda Martyrs Namugongo with 75 and Kawempe Muslim with 67.

There are 1,500 accredited A-Level schools in the country but only 258 (17%) managed to send candidates to university on government sponsorship. The 258 are all part of the 703 schools (47% of the total number of A-Level schools) that have sent candidates to university on private sponsorship.
Although money (capacity to pay) is a factor, candidates on private scheme are still selected on merit, with vacancies going to applicants with the best results.

There was unprecedented competition for arts courses this year as many top arts students missed government scholarships because of the new government bias towards science courses.
According to lists for private students, Namirembe Hillside comes second to Katikamu with 209 candidates. Namirembe had emerged 29th on the list of government-sponsored candidates with 24 students.

Naalya Secondary School is number three with 193 candidates. Naalya ranked number 22 on the government scholarships list with 32 candidates. The full list of the 703 A-Level schools that secured private admissions to Makerere University and MUBS is published below in order of the number of admissions. The number of candidates each of the schools sent to the four public universities on government scholarship is also indicated.

Kampala tops

As expected, Kampala district tops private admissions to Makerere and Nakawa with 2,147 candidates out of 14,028. This represents 15 percent. Kampala had also topped the government sponsorship list (excluding those admitted on the affirmative ticket) with 374 candidates (12%).

Wakiso district comes second with 1,535 candidates (11%) on private admissions. Wakiso was also second to Kampala in number of government scholarships with 275 (9%).
Central and western regions dominate both private and government admissions. Mbarara is number three on both lists with 699 (5%) private and 148 (5%) government admissions.
Masaka is fourth with 619 (4%) on private and 124 (4%) on government funding. Mukono follows with 531 (4%) on private and 117 (4%) on government sponsorship.

Bushenyi has 484 (4%) private and 125 (4%) government admissions. There is a very wide gap between the central and western regions on the one hand and the northern and eastern regions on the other, which even the 16 slots given to every district failed to bridge.

Interestingly, even the advantaged districts like Kampala benefited from the quota system. The original reasoning behind the quota system was that it would help bridge the gap between the remote and the more prosperous districts. However, chances of candidates from districts like Moyo, Nakapiripirit and Adjumani getting to university remain extremely slim, with less than 1% being admitted on both government and private sponsorship.
