Ugandan Defence Ministry asks for US$200 millions, a part for elimination of the LRA rebels

Aug 30, 2005 (Kampala) The [Ugandan] ministry of defence requires sh347b [ US$200 millions], part of which is for the elimination of the Lords Resistance Army rebels from the north.
In a ministerial policy statement presented to the defence and internal affairs committee of Parliament, minister Amama Mbabazi said their main target was to end the insurgency.
Mbabazi said the money would also enable the ministry computerise its records, improve welfare of staff, standardise its vehicle fleet, survey ministry land, implement the UPDF Act, pay pension for officers and men to be retired, construct and renovate barracks and implement the recommendations of the defence review.
Mbabazis address was capped with a multi-media presentation showing the construction of barracks. MPs muttered in admiration as facilities at the Senior Commanders and Staff College Kimaka were shown.
The 22 semi-detached houses at the college are lavishly and expensively bedecked with ultra-modern furnishings.
Mbabazi said the LRA force is left with between 300 and 400 fighters, with bases in Pader, Kitgum and Gulu districts, while their leader, Joseph Kony, is in southern Sudan.
"Kony has crossed the red line (area up-to where the UPDF can pursue Kony in southern Sudan)," Mbabazi said.
He said the protocol expired in June and had not been renewed because of the death of Sudan First VP, John Garang.
That was a good one!!! no kidding... Mbabazi 's Ministry of defense apparently wants 200 Million US Dollars in order to eliminate 80 rebels ( museveni's words) or is it 300-400 rebels Mbabbazi's words. ( never mind the contradicting figure issued by Mbabazi which tends to dispute that rendered by his bose Mucebeni) ..and guess what they are probably going to get the funds from the International Donor community. I really got to give to the NRM movement dictatorship...they really know how to manipulate their ways and obtain the funding to fuel their unending corruption in the country. Only God knows how much funds the regime in Kampala has spent to support their war mongering activity in Uganda and neigbouring countries in the last twenty years...perhaps in Billions of US Dollars..
Meanwhile "kony" is still there!....and now the some movement regime wants the people of Uganda to doll out 200 Million Dollars!!! ..and by the way, if a year from now "kony" is still there, Museveni will come back again to ask for more money..This time the regime will come up with anaother story..someting along the line that we need 300 Million Dollars to modernise the AIRFORCE and TANK division in oder to completely finish "kony" reminenats who now number sixty!!! od help us al!!
