Buganda LC5 speak on tiers

District chairpersons in Buganda have advised Mengo to delay the acceptance and implementation of the regional tier(RT) system of governance because they had identified many loopholes in it.

They appealed to the Baganda not to malign fellow Baganda in big posts despite their religious and political affiliation, if they are to have a substantial share of the national cake.

They also asked Katikkiro Dan Muliika to be represented on the Muteesa I Royal University Council to effectively follow up the funds raised from local councils towards its establishment in order to win people’s trust.

Vincent Ssemakula, the Rakai LC5 chairman who heads the Buganda LC5s, told the over 200 district and sub-county leaders from Buganda that last Friday, a consultant explained to them the loopholes in the RT system.

He was reacting to Muliika’s one-hour address to them at a meeting at the Bulange Plaza yesterday.

Muliika called the meeting to interact with the local leaders and to explain Mengo’s position on the kingdom’s interests and development ventures.

Muliika said the Baganda were opposed to the RT because it would not be a lasting solution to their problems.

Ssemakula said the LC5 chiefs accepted the RT after consultations with the then Katikkiro, Joseph Ssemwogerere.

Baganda are lazy – minister

AGRICULTURE state minister Israel Kibirige Ssebunya has slammed Baganda, saying they are lazy and are “only active in producing children”.

He said despite being the immediate beneficiaries of government pilot programmes, they continue to buy food from other areas.

“What do we grow? We buy cocks from Lira, tobacco from Pakwach, matooke from Mbarara and maize from Busoga. Our only activity is producing children,” Ssebunya said.

He said their children had specialised in conning and stealing from people in Kampala.

Closing a three-day heads of department workshop on transforming agriculture for development at Colline hotel, Mukono on Saturday, Ssebunya urged the government to scrap funding to Buganda so that its people can engage in active production.

“There is nothing NRM gains from Buganda. In the eighties, all regions supported UPC but the Baganda were “confused”. It’s the same thing now. They don’t after all give us (NRM) votes, why should they be funded?” Ssebunya asked.

He wondered why poverty was such a big problem when Uganda is one of God’s favourite and gifted countries with minerals, water bodies with many fish species, beautiful scenery and weather for tourism and very intelligent people.
Local government minister Tarsis Kabwegyere urged leaders to start large-scale production to boost foreign exchange.

“We should produce in surplus so that we have plenty to sell. Our soils are the best in Africa,” he said.
