Dictator Museveni is just playing games, playing with the lives of the IDPs in the north and east of Uganda, something he has done for the last 20some years. He wants the glory of hosting the commonwealth summit next year, and more. The Kony peace talks, the discovery of exploitable oil and uranium are all a facade!!

It just might be the best chance for peace in Northern Uganda in years. The Ugandan government has agreed to send a delegation to Juba, in Southern Sudan, to negotiate with members of the Lord's Resistance Army. The rebel group has been terrorizing residents of Northern Uganda and southern Sudan for two decades. Three previous attempts to negotiate with the L-R-A have failed. Now its leader, Joseph Kony, and four of his deputies have been indicted by the International Criminal Court for war crimes. But the Ugandan president has said that if the peace talks are successful and Mr. Kony abandons terrorism, he will offer the rebel leader amnesty.
